Skilled Migration State Nomination Program 2024–25 Opens for Registrations of Interest
Starting at 12 pm on August 1, 2024, the 2024–25 Skilled Migration State Nomination Program will start accepting Registrations of Interest. The program will update eligibility requirements and policies, guidance, and service fees.
Key Features of the 2024–25 Skilled Migration State Nomination Program
Priority Attribute Changes: The green attributes will decrease, and a new category, “orange-plus,” will be introduced.
Occupation Eligibility: All occupations on the Australian Government’s subclass 190 and 491 lists will be eligible for nomination through at least one program pathway.
Expanded Occupation List: 18 new occupation groups, containing 78 individual occupations, have been included in the Tasmanian Onshore Skilled Occupation List (TOSOL) for the subclass 190 Tasmanian Skilled Employment pathway. Candidates with a skills assessment and directly
related employment can be authorized for permanent visa nomination after six months.
Income Threshold Adjustments: Modifications to income thresholds in minimum eligibility requirements and priority attributes have been made depending on changes to the Australian median and earnings and the Temporary Skilled Migration Income Threshold.
Updated Critical Roles List: The critical roles list has also been updated for gold priority in the Tasmanian Skilled Employment, Skilled Graduate, and Established Resident pathways.

Increased Service Fee: The service fee to apply for nomination has increased to $360 (plus $36 GST). There is no cost to submit a Registration of Interest.
Changes to Priority Attributes
- * Reduction of Green Attributes: Green priority attributes are decreased for the Tasmanian Skilled Employment, Skilled Graduate, Established Resident, and Business Owner pathways. Some green attributes have been moved to a new “orange-plus” classification, providing more assurance. All green pass holders will receive an invitation to apply for nomination within eight weeks of submitting a registration of interest.
- * Orange-Plus Attributes: Candidates with at least one orange-plus attribute will be given high priority and are more likely to get an invitation to apply for nomination within six months. The more orange-plus attributes a candidate holds, the sooner they will receive an invitation. All subclass nominees with at least one orange-plus attribute are invited to apply for nomination this program year. Employment must be skilled (ANZSCO Skill Levels 1-3) to declare orange-plus attributes.
- Additions to the TOSOL (Tasmanian Onshore Skilled Occupation List)
- Subclass 190 Nomination: The TOSOL defines eligibility for 190 subclass nominations in the Tasmanian Skilled Employment: TOSOL option nominations pathway. It includes skilled occupation groups facing significant recruitment problems and aims to attract new skilled migrants by providing a fast and simple pathway to permanent residency.
- Skills Assessment and Employment Role: The applicant may have a migration skills assessment and an employment role within the same four-digit group to be assessed for 190 subclass nominations in the Tasmanian Skilled Employment Pathway. Suppose an occupation is unavailable on the Home Affairs skilled occupations list and a skills assessment is unavailable. In that case, candidates may have a skills assessment for occupations listed in that group.
- For instance, an applicant with a skills assessment for “232212 Surveyor” could work in any roles listed in the “2322 Surveyors and Spatial Scientists” class to meet the subclass 190 nomination requirement.

- Critical Roles list
- The critical roles list prioritizes invitations to apply for nominations based on employment in highly skilled roles.
- Changes to the Critical Roles List
- Additions: Thirty-seven occupations are added to the critical roles list.
- Removals: Thirty occupations are removed. The effect of these removals is little, as applicants working in their skills assessment area remain a high priority for nomination.
- All occupations removed from the critical roles list remain a high priority and are included in the updated Tasmanian Onshore Skilled Occupation List (TOSOL).

Policy Guidance (Additional Information, Exclusions, and Definitions)
Updates to the Additional Information, Exclusions, and Definitions Section on the Migration Tasmania Website are:
Income Thresholds: Revised to show the latest Australian average and median earnings and the new Temporary Skilled Migration Income Threshold.
Excluded Business Operations: Explained that parcel delivery contracting services (e.g., Australia Post, Aramex) are accepted as employment if the candidate has a skills assessment or at least two years of experience.
Skilled Employment Claims Related to Gold or Green Attributes: Direction on indicators of skilled employment, such as:
- Roles matching ANZSCO Skill Levels 1, 2, or 3
- Pay rates are higher than the Temporary Skilled Migration Income Threshold
- Pay rates at or around the National Minimum Salary indicate that the employee is not skilled.
Excluded Employment: Employment with a corresponding skills assessment as Cook, chef, café manager, or restaurant manager in a fast casual restaurant or café business is now accepted but not in limited-service restaurants. Fast casual restaurants are described by:
- Made-to-order meals with higher quality ingredients
- Limited or self-service
- Upscale or well-developed décor
- All ingredients/meals prepared on-premises
- Emphasis on dining in, though off-premise dining is available
- Lower average meal price than fine dining
- No drive-through
ANZSCO 4 or 5 Roles – Qualifications or Experience Consistent with ANZSCO: These are the only qualifications that will be accepted for Tasmanian nomination:
- To complete minimum requirements or priority attributes with employment equivalent to ANZSCO Skill Level 4 or 5, related qualifications or experience as defined in ANZSCO must be held (minimum Certificate III or at least 12 months experience).
For example, a Retail Supervisor (ANZSCO 621511 – ANZSCO Skill Level 4) should have an AQF Certificate III or one year of relevant experience.
- Where ANZSCO allows work experience to substitute for a qualification, Tasmanian nomination mandates the relevant qualification for ANZSCO 4 or 5 work.
- If ANZSCO does not list a qualification or experience, Migration Tasmania requires a related AQF Certificate III qualification or one year of relevant Australian experience.
- Your experience cannot be used as a substitute when a priority attribute or Gateway inquiry refers explicitly to a qualification.
Employment Related to Skills Assessment or Study: Recommendation on showing the relationship between jobs and Tasmanian study:
- Providing role details or job advertisement showing that the role requires the qualification gained in Tasmania.
For example, if you have a Bachelor of Social Work or a skills assessment as a Social Worker, the job advertisement or description should state the relevant qualifications.
Job Interviews Related to Skills Assessment or Tasmanian Study: This can only be declared if the candidate is not currently in skilled employment.
Genuine Employment/Business Operation – Indicators of Concern: Recommendation listing indicators of concern regarding employment claims, prompting more in-depth reviews from an applicant or employing business. All available information will be evaluated, and a decision will be made depending on the balance of data, which may lead to a decision to decline the nomination.
Applications Lodged or Invited Before 12:00 pm on 1 August 2024:
Applications for nomination lodged but not selected or invited before 1 August 2024 will be evaluated based on the requirements at the time of the invitation.
Registrations of Interest Submitted in the 2023–24 Program Year:
Registrations of Interest (ROIs) submitted before 1 July 2024 will be valid for the 2024–25 program year until the six-month expiry date or until an invitation to apply for nomination is given.
If invited to apply for nomination, the conditions and settings at the time of ROI submission will apply.
New priority attributes apply to ROIs submitted from 12 pm on 1 August 2024. Individuals may cancel their current ROI and submit a new one if the new requirements are beneficial.
