When does the subsequent application charge needs to be paid?

Subsequent temporary application charge is payable by the applicant for a visa if the applicant holds the visas in LIST 1 or the last substantive visa the applicant held was one in LIST 1 while the applicant was in Australia at the time of the visa application.

AND

The applicant is in Australia and lodging a visa application for a visa subclass in LIST 2.

AND

In some cases, subsequent temporary application charge may not be required.
